Planning Systems

Development in South Australia is primarily regulated by the Development Act 1993 and the Development Regulations, 2008. However, under the Development Act, there are a number of codes and strategies that apply to both building and planning. In terms of planning, there are a number of documents related to the Development Act that are integral to the planning process.

The Port Adelaide Enfield (City) Development Plan provides maps and details of the various zones within the City. The Council area contains residential, commercial, industrial & retail zones. Enquiries about zoning changes and Development Plan reviews should be directed to Council's Strategic and Corporate Policy Section.

The Development Act 1993 and Development Regulations 2008 are the legislation under which planning and building is regulated. They regulate the use and management of land and buildings, and the design and construction of buildings. The Act requires that particular documents be prepared to ensure the appropriate management and development in the State. The first of these documents is the Planning Strategy, which is prepared and maintained by the Minister for Urban Development and Planning and the second is the Development Plan which relates to any geographical part of the state (usually a Council). The Development Plan promotes the provisions of the Planning Strategy.

The Planning Strategy presents the State Government policy for forward planning of the State. In particular, it seeks to guide and co-ordinate State Government activity in the construction and provision of services and infrastructure, which influence the development of South Australia. This Strategy provides a basis for the integration of economic, environmental and social strategies so that future planning is directed towards an integrated and shared vision. The Strategy addresses economic growth and change, sustainable use of natural resources and management of urban issues to maintain and improve people's quality of life. It also indicates directions for future development to the community, the private sector and local government.
