
Annual Business Plan
The Council develops an Annual Business Plan for the purposes of translating strategic directions into actions, outputs and outcomes for the relevant financial year. Together with the Strategic Plan, other factors are also taken into consideration to ensure that the Council can continue to provide services, programs and facilities to the community.
The Annual Business Plan should be read in conjunction with the Council's CityPlan 2030: Shaping Our Future, endorsed by the Council in July 2008. The 2010-2011 Annual Business Plan and Budget have been based therefore upon the broad directions set by the CityPlan 2030
In developing the 2010-2011 Annual Business Plan, the Council viewed the issue of long term financial sustainability as a major priority. Financial sustainability refers to whether the Council and we as a community, can afford the current service levels. That is, can the Council and the community, continue to receive the same level of services (with the associated resource costs, debt service costs and so on) based upon the level of rate revenue being raised. One major measurement of financial sustainability is a council's operating results over a number of years. A council that continues to operate in a deficit position over concurrent years would be more likely to be unsustainable in the long term.
The Council is forecasting an operating deficit of $1.09 million for the 2009-2010 financial year. Despite this result being short of the planned operating surplus, it is anticipated the Council will deliver a small operating surplus in 2010-2011.
